Reporting to the Manager, Budgets and Planning, the Budget Officer acts as a resource and advisor to budget managers and College staff in the process of budget preparation, analysis and interpretation of financial results and completes various elements of the budgeting and forecasting processes.  The Budget Officer is responsible for preparing various types of variance analysis, financial analysis and internal and external reporting.  In addition, the incumbent provides support, guidance, training and solutions for the budgeting software (Budget Maestro) and PeopleSoft nVision.  

  • A three-year diploma/degree in Business/Commerce or another field relevant to the duties of the position.
  • A Professional Accounting Designation (CPA or equivalent) will be considered an asset.
  • A relevant combination of education, training and experience may be considered.
  • A minimum of five years of proven experience developing, maintaining and controlling multi-divisional budget and financial systems. 
  • Familiarity with Public Sector Accounting Standards.
  • Advanced working knowledge/competence in the use of integrated financial systems.
  • Demonstrated ability to present complex financial, statistical and other information in a clear and understandable manner.
  • Demonstrated understanding of financial analytics, planning and forecasting techniques, as well as business processes.
  • Exceptional analytical skills combined with intuition and creativity.
  • Ability to explain accounting procedures with non-financial personnel (Deans, Directors, etc.) across the diverse College community. 
  • Excellent communications skills (verbal, written and presentation).
  • Proficiency in the use of Microsoft office suite of products with expertise using advanced functions in Excel.
  • Superior analytical, evaluative and problem-solving skills.
  • Ability to resolve issues independently, with limited supervision.
  • Strong organizational skills.
  • Demonstrated ability to work successfully with people at all organizational levels, and with diverse and sometimes conflicting interests and philosophies.
  • Ability to deal confidently with managers, staff members, Ministry representatives, etc.
  • Relationship building skills and a collaborative approach that fosters strong teamwork, integrity, diplomacy and client-service orientation skills.
  • The successful candidate must model and foster the organizational values of the College.

SALARY & TERMS:  In addition to the salary range of $56,711 - $70,888, the compensation package includes a performance-based salary program and a comprehensive benefit package. Starting salary commensurate with qualifications and experience.
