On behalf of our client, the University of Victoria, we are searching for a Project Planning Officer with renovation, new construction and/or program management experience to join their Project Management Services team. As stewards of the campus, Facilities Management fosters and enriches an inviting and functional environment that welcomes and supports all who come to the University. Facilities Management’s customers include Deans, departments, faculty, staff and students. The department’s branches work together as a team to ensure a high standard of customer service delivery, as well as the provision of capital projects, and effective, efficient and safe performance for the operation and maintenance of campus buildings.

Reporting to the Director of Project Planning Services (PLN), the Project Planning Officer will provide direction and leadership in the undertaking of strategic planning for new capital projects for the university. This position will lead project stakeholders through the capital planning process, providing guidance and support to planning within the framework of the University’s 5-year capital plan, sustainability policy, space guidelines and the departmental service plan.

Responsibilities:

  • Lead project stakeholders through the capital planning process, and provide guidance and support to planning within the framework of the University’s 5-year plan
  • Provide direction and leadership in undertaking of strategic planning for new capital projects for the University
  • Facilitate and manage the Routine Capital Planning process including; the creation of a detailed upcoming fiscal year development, renewals and maintenance project portfolio and the maintenance of a comprehensive three-year plan
  • Prepare preliminary project cost estimates and develop capital budgets
  • Coordinate work which may involve a high degree of ambiguity, a varied number of stakeholders and multidisciplinary consult project teams
  • Establish the initial project requirements including identifying resources required for the project and collaborate to ensure requirements are based on accepted university standards, departmental standards and needs, and client and user group priorities
  • Development of Project Briefs/Charters to define the project scope, deliverables, schedule, budget, sustainability, initiatives, risks, success measures, communication plan, management strategies, etc.
  • Support Director in monitoring ongoing fiscal year project spending and in the preparation and maintenance of the 5-Year Capital Plan by identifying and prioritizing deferred maintenance and capital renewal projects
  • Contribute to implementation of the University’s Sustainability Action Plan by ensuring requirements are incorporated into project documents, processes and procedures.
  • Prepare preliminary project cost estimates and develop capital budgets using the provincial government’s Unit Cost Model or other methods for new building or major expansion projects
  • Liaise and coordinate building and linear asset condition assessment and planning requests in collaboration with Directors, Managers, and Supervisors across the Facilities Management department
  • Liaise with clients, consultants, and University partners to establish a comprehensive scope of services and consultant team structure which reflects the requirements of the project
  • Actively manage the tendering of projects and manage the consultant preparation of contract documents
  • Coordinate closely with the University of Victoria Campus Planning and Sustainability Department to ensure projects conform to the Campus Plan
  • Maintain up-to-date best practices and implement standard university project management work flow procedures, forms and templates for managing major construction projects
  • Establish Project Budget Control reports to identify the approved budgets and the forecasted total project costs
  • Maintain current knowledge of relevant legislation, regulations, policies, guidelines and best practices
  • Contribute to the implementation of the University’s Sustainability Action Plan
  • Ensure high performance and green building standards are incorporated into capital projects and facility renewals
  • Request revisions as may be required, and make recommendations to the Director for approval based upon alignment with project requirements

Skills & Qualifications:

  • Excellent interpersonal and communication skills, both written and oral
  • Able to conduct effective briefings, seminars, presentations, to both small and large audiences
  • Extensive knowledge working with and editing databases and costing tools, and generating spreadsheets and complex technical reports
  • Strong ability to multi task and effectively prioritize tasks
  • Able to analyze problems and innovate positive solutions that resolve a variety of complex client, consultant, project and technical issues within a diverse team
  • Comfortable working both independently and lead cross functional department committees
  • Implement a service excellence approach to project delivery that ensures clients project objectives are met, positive relationships are obtained, and implementation is smooth
  • LEED accredited; considered an asset
  • Gold Seal Certification; considered an asset
